Chapter I – The Constitution

Preamble

For the establishment of the lawful order of the Yonian States (Yannat Khonnor), we, the Covenant of the Chosen, together with the First Paration, do hereby enact and ordain this Supreme Law.

This Constitutional Law defines the duties of the Yonian State and the rights of the Yonian people, as deemed to fulfill the highest ideals of Yanakhon.

Article 1 – Limitation of Power

1. The authority of the Merial Government and the Parational Congress shall extend only to the powers herein granted.

2. All other power and liberty shall reside inherently in the Khonnors and the Yonian people.

Article 2 – Protection Against Oppression

1. No institution or structure shall be established by which the Yonians could be oppressed.

2. Safeguards must be established to retain full cross-accountability for every institution and to keep their due process incorruptible.

Article 3 – The Natural Rights of the People

1. Every free Yonian shall have the Natural Rights.

2. All free Yonians shall have the right to travel freely within the territory of the Yonian States with their possessions and wealth.

3. The Merial Government and the Paration shall not infringe the Natural Rights of the Yonian people.

4. Should any entity, domestic or foreign, attempt to annul this Supreme Law, the Yonians shall possess the right to repel it by any means necessary.

Article 4 – Justice and Due Process

1. Every person shall be entitled to a fair and public trial.

2. No unreasonable prohibition shall be executed.

3. No unnatural or excessive punishment shall be executed.

4. The legislative power shall rest with the Yonian Paration; the executive power shall rest with the Merial Government.

5. The courts shall ensure the observance of rights and duties established by this Supreme Law and the Common Laws.

Article 5 – Rights of the Accused

1. Every person shall be presumed innocent until proven guilty by a court of law.

2. The accused shall be assisted so that they understand their rights and position, and that the lawful order cannot be used to their detriment.

3. No person shall be compelled to testify against themselves or their kin.

Article 6 – Equality Before the Law

1. No privilege shall be granted before the law.

2. Justice shall not be bought with wealth. Monetary punishment shall be equal to wealth.

3. No debt shall be inherited nor lead to imprisonment.

4. All offenses and punishment, with the exception of the arch-crimes, shall expire after due time.

5. No person shall be tried retroactively or twice for the same act.

Article 7 – Evidence and Legal Conduct

1. Evidence obtained in violation of natural rights or the law shall be inadmissible.

2. The Capotsi shall, in all proceedings, prove the legality of their authority.

Article 8 – Prohibition of Slavery

1. Slavery shall be forever unlawful.

2. No person shall be compelled to bear a mark of servitude.

Article 9 – Knowledge and Expression

1. Every person shall have the right to learn.

2. The conduct of the Yonian States shall be public.

3. Only such matters as would gravely endanger the security or interests of the Realms may be kept secret.

4. Every person shall have the right to speak and publish freely, whether in name or in anonymity.

Article 10 – Welfare and Service

1. Assistance shall be given to Yonians in distress, who shall, in turn, contribute their labor according to their ability.

2. All who serve the Yonian States shall have the right to honorable service.


Chapter II – The Teleng Court

Article 11 – Oversight of the Supreme Law

1. The Teleng Court shall oversee the observance of this Law.

2. It shall possess the authority to immediately suspend or annul any statute of the Yonian States found to be in conflict with this Law, but it shall enact no laws of its own.

Article 12 – Composition of the Court

1. The Court shall consist of seven High Justices, appointed by the Paration from among provenly skilled and honorable Yonians who have reached at least forty seasons of age.

2. Each High Justice shall enjoy absolute immunity from prosecution and shall never be detained or impeded in the performance of their duties.

3. Should a High Justice commit a crime, the Capotsi shall immediately notify the Teleng Court, which shall convene proceedings to assess the matter.

4. If the Teleng Court removes the Justice from office, the immunity shall thereupon cease.

Article 13 – Tenure and Removal of High Justices

1. A High Justice shall serve until their time comes or they resign.

2. The office of a High Justice shall likewise terminate if the remaining High Justices unanimously deem them unfit.

Article 14 – Arch-Crimes

1. An arch-crime shall be an unforgivable and heinous offense.

2. Violations of the Natural Rights shall be judged as arch-crimes when the act is marked by unnatural cruelty.

3. A person shall be guilty of an arch-crime who:

 (a) violates the Natural Rights;

 (b) commits or incites an act of great terror against the public or the lawful order acting to the letter of this Law, causing death or devastation apt to provoke grave fear and disorder;

 (c) slays a saginair;

 (d) spies upon or knowingly aids an enemy in time of war in a way that gravely endangers Yanakhon;

 (e) delivers the secrets of the Yonian States to another power;

 (f) through gross negligence endangers their subordinates, or willfully causes grave harm to surrendered foes or civilians;

 (g) prepares to murder the lawful Merial, or the Ruler of Khonnor, or High Justice;

 (h) as the acting Merial, Patral, Meriator, Ruler of Khonnor, High Justice, or other high Comoral, knowingly acts contrary to this constitutional order so as to cause serious peril;

 (i) as an acting High Comoral, obstructs the execution of justice by the Teleng Court;

 (j) or participates in any such conspiracy against the Yonian States.

Article 15 – Punishment for Arch-Crimes

1. Whoever is found guilty of an arch-crime shall be sentenced to life-imprisonment eternal (eonhold).

2. The Teleng Court shall ratify each sentence.

3. One sentenced to such imprisonment shall be branded upon the back of the hand with a black saginair.

Article 16 – Jurisdiction over High Comorals

The Merial, Ruler of Khonnor, Patral, Meriator, or any other High Comoral of the Realms shall be tried solely and directly before the Teleng Court.


Chapter III – The Yonian Paration

Article 17 – Authority of the Paration

1. All matters concerning the Yonian States shall be decided within the Paration.

2. The Paration shall convene at least once in each season.

3. The Vice-Merial shall open the Paration.

Article 18 – Composition of the Paration

1. The Paration shall consist of

 (a) the House of Caposins;

 (b) the Chamber of Patrals; and

 (c) the Merial Government.

2. The term of the Paration shall last for one year.

Article 19 – Quorum and Validity

1. The Tri-Paration shall be competent to act when at least two-thirds of the Caposins, Patrals, and Meriators are present.

2. The Paration shall continue its session until all matters submitted for deliberation have been concluded.

3. The Vice-Merial shall declare the Paration adjourned.

Article 20 – Procedure and Voting

1. Every proposal brought before the Paration shall undergo two readings.

2. Decisions shall be made by vote.

3. In the event of a tie, the Speaker of the Caposins shall cast the deciding vote.

Article 21 – Publicity and Confidentiality

1. The sessions of the Paration shall be public.

2. Only matters of a sensitive nature may, for compelling reasons, be withheld from publication.

3. The Armament Meriator, together with the Merial and the Meriators, shall determine which matters are to remain confidential.

Article 22 – Immunity of Members

No person appearing before the Paration shall be detained or arrested during its session.


Chapter IV – The House of Caposins

Article 23 – Legislative Authority

1. The legislative power shall belong to the Yonian people, represented in the Paration by their elected Caposins.

Article 24 – Electoral Districts and Representation

1. Each Khonnor shall constitute one electoral district.

2. From every Khonnor there shall be no fewer than one and not more than thirteen Caposins.

3. Separate territories under the direct authority of the Merial of the Yonian States shall not appoint Caposins.

4. The population of the Khonnors shall be counted, and representation apportioned so that the most populous Khonnor receives thirteen seats and the least populous receives one.

Article 25 – Eligibility for Election

1. Any honorable Yonian of at least twenty seasons of age and supported by not fewer than one hundred electors shall be eligible for candidacy.

2. The right to vote shall belong to every Yonian who has reached fifteen seasons of age.

3. Each voter shall mark their participation by dipping the thumb of the left hand in tikhrit ink, or by such other reliable means as may serve to indicate that their vote has been cast.

Article 26 – Ineligibility

No person shall be eligible for election to the House of Caposins who:

 (a) is a member of the Merial Government;

 (b) holds the office of High Justice;

 (c) serves in a military or Copolion; or

 (d) belongs to any armed order.

Article 27 – Duties and Conduct of Caposins

1. Each Caposin shall swear to uphold and advance the causes for which they were elected.

2. Every Caposin shall have the right to speak freely on all matters and proceedings within the Paration.

3. When speaking, they shall conduct themselves with honor and decorum.

4. The Vice-Merial shall remove from the session any Caposin who acts dishonorably.

Article 28 – Arrest and Removal of Members

1. Should a Caposin be detained, the Capotsi shall immediately report the matter to the Paration.

2. Any Caposin found unfit for office shall be dismissed and shall thereafter be ineligible to stand in any future election.


Chapter V – The Chamber of Patrals

Article 29 – Appointment and Representation

1. Each Khonnor shall hold a permanent Seat of Patral in the Paration.

2. A Patral shall conduct themselves with honor and shall not, without just cause, interfere in the affairs of another Patral within the Paration.

Article 30 – Legislative Authority

1. The Chamber of Patrals shall constitute the upper chamber of the Paration.

2. It shall possess equal legislative and voting authority with the House of Caposins.

Article 31 – Convening of the Chamber

The Patrals shall assemble in the Paration in the same manner and at the same times as the Caposins.

Article 32 – Right of Movement

Each Patral, or their appointed Delegate, shall have the right to travel freely throughout the Yonian States by the most direct and convenient routes in the performance of their duties.

Chapter VI – The Khonnors

Article 33 – The Sovereignty of the Khonnors

1. The Yonian States shall consist of Khonnors each determining its own form of order and succession according to the customs and the will of its people.

2. Each Khonnor shall be bound to enforce the laws enacted by the Paration and to abide by the Law of Teleng in all its affairs.

Article 34 – The Order of the Khonnor

1. Each Khonnor shall establish a lawful Order.

2. The Order shall exercise authority to execute laws and decrees within the Khonnor in accordance with the provisions of its own law.

3. The Order shall nominate a Patral to represent the Khonnor in the Paration.

4. The Order shall be constituted in accordance with the will of the citizens of the Khonnor.

Article 35 – The Council of Advisors

1. In every Khonnor there shall be a Council of Advisors, appointed by the Yonians to safeguard their interests before the Order.

2. Each Advisor shall conduct themselves with honor in the defense of those interests.

3. The Order shall not obstruct the Advisors in the fulfillment of their duties.

Article 36 – Appointments and Offices

The Order shall appoint the Comorals to such offices within the Khonnor as are not otherwise designated by the Merial or another lawful authority.

Article 37 – Misconduct of the Order

1. If the Council deems the Order unfit, the Patral shall report the matter without delay to the Paration.

2. Every Khonnor shall establish lawful means whereby an unfit Order may be removed by the will of its people.

Article 38 – Command and Order

3. The Order shall be responsible for maintaining peace and public order.

4. The Order shall establish and command the Khonnor Guard and the Capotsi.

5. The Khonnors shall guard their frontiers wherever these also constitute the borders of the Yonian States, and shall maintain customs and watch stations therein.

6. The Merial shall compensate the Khonnor for such expenses as exceed the ordinary duties of the Khonnor Guard.

7. Khonnors that enjoy the protection of others shall contribute to the cost thereof, whether by taxation or by providing equipment and aid in kind.

Article 39 – Freedom of Movement

All free Yonians shall have the right to travel without hindrance throughout the territory of the Yonian States, together with their possessions and wealth.

Article 40 – Language and Culture

Each Khonnor shall enjoy self-governing authority over its language and culture, in such manner as shall be provided by its own law.


Chapter VII – The Law

Article 41 – Initiation of Legislation

1. The enactment of law shall originate in the Paration by proposal of the Merial, by submission of the Government, or by legislative motion introduced by a Caposin or a Patral.

2. Such proposals or motions shall be submitted to the Paration no later than thirty days before the opening of its session.

3. Proposals submitted thereafter shall be deferred to the following Paration, except those deemed urgent.

4. Urgent proposals may be introduced without regard to the time limit.

Article 42 – Procedure of Deliberation

1. The procedure for considering legislative proposals shall be determined in detail by the Rules of the House of Caposins.

2. When the Caposins have approved a proposal, it shall be transmitted to the Patrals.

3. The Patrals shall deliberate upon the proposal in like manner as the Caposins.

Article 43 – Amendment of the Law of Teleng

1. An addition to the Law of Teleng shall require prior consideration by the Teleng Court and approval by a four-fifths majority in the Tri-Paration.

2. Thereafter it shall rest until the first Paration convened after the subsequent elections, where it shall be voted upon in unchanged form by a four-fifths majority.

3. A proposal may be declared urgent if supported by at least six-sevenths of the votes in the Tri-Paration and approved by the Teleng Court.

4. An urgent proposal shall lie for three days, after which it may be adopted in the same manner.

5. All urgent matters shall be decided in a Tri-Paration.

Article 44 – Promulgation of Law

1. A law approved by both the Caposins and the Patrals shall be presented to the Merial for confirmation.

2. A law confirmed by the Merial and the competent Meriator, and approved by the Teleng Court, shall be forthwith proclaimed by the chamber.

3. Every law shall state the date of its coming into force.

Article 45 – Decrees and Regulations

The Merial and Meriator may issue decrees by authority granted under this Constitution or other law.

Article 46 – Official Language

In the public service of the Yonian States, the language of Silvon shall be used.

Article 47 – Regalia

1. The flag of the Yonian States shall be of three colors: Yalian Purple, Merial Gold, and White.

2. Its proportion shall be three in height to eight in length, the fly terminating in an angled chevron point, whereby the flag is not of rectangular form.

3. Across the field shall extend a broad Yalian Purple cross bordered in White, its arms meeting at the center and continuing to the edges and the chevron point.

4. The remaining field shall bear diagonal stripes of Merial Gold and Yalian Purple, bordered and divided by White, each stripe representing one Khonnor of the Realm.

5. Each Khonnor shall have its own flag, coat of arms, and emblem, which shall differ sufficiently from those of the Merial, other Khonnors and the Yonian States.

6. No person shall display the Merial flag except the Merial Government.

7. The coat of arms of the Yonian States shall be the saginair.

8. The emblem of the Yonian States shall be the Yalian Star.

9. The One Yonian anthem shall be the Song of Silantis.

Article 48 – The Courts of Justice

1. The courts of the Yonian States shall be the Capot Court, the Khonnor Court, and the Teleng Court.

2. The establishment of extraordinary courts shall be prohibited.

3. The highest judicial power shall rest with the Teleng Court.

4. High Comorals shall be tried for arch-crimes solely before the Teleng Court.

5. The Khonnor Courts shall oversee the administration of justice and may submit proposals for legislation to the Meriators.

6. All verdicts shall be rendered unanimously between judge and jury, but the judge shall determine the sentence.

7. Any honorable and impartial Yonian may volunteer to serve as juror.

8. No judge shall be removed from office except by judgment of a court or upon proven incapacity.

9. There shall be established the Office of the Supreme Prosecutor, as head of the prosecutorial service of the Merial Government, appointed by the Teleng Court.

10. The authority of the Supreme Prosecutor shall extend to all matters arising under the Law of Teleng and the jurisdiction of the Merial Government.

11. Each Khonnor shall establish its own prosecutorial offices for the enforcement of its laws within its bounds.

Article 49 – Education and Universities

1. The Vice-Merial, in cooperation with the Meriator of Doctrine, shall oversee the universities and ensure their funding and autonomy.

2. Common teach shall be provided in schools organized by the Khonnors.


Chapter VIII – The Merial

Article 50 – The Office of the Merial

1. The Merial of the Yonian States shall be Sagiron the Silvonian.

2. The Merial shall be the supreme ruler of the Yonian people and the highest Comoral of the Realms.

3. Upon the passing of time, authority shall descend to the Merial’s heir.

4. Should the Merial leave no heir, the throne shall pass to the nearest kinsman or to the spouse; or the Merial may appoint a successor according to best judgment.

5. The successor shall be crowned as Merial and shall thereafter hold full authority of office.

Article 51 – Succession in the Absence of Heir or Appointment

1. If the Merial has named no successor before the appointed time, Legacy Envoys shall be chosen from among the Caposins.

2. These shall seek out twelve of the most trustworthy and honorable Yonians of native birth.

3. The twelve shall address the Paration, after which a vote shall be held among them.

4. The three who receive the greatest number of votes shall be put forth to a realm-wide election in all of Yanakhon.

5. The one chosen shall be crowned Merial and shall swear the Oath before the Law of Teleng and the High Justices.

Article 52 – Powers of the Merial

1. The Merial may appoint and dismiss any Comorals of the Yonian States.

2. The Merial shall serve as Supreme Commander-in-Chief of the armed forces of the Realm and of all the Civil Orders under the Merial Government.

3. The Merial shall have the right to declare war and peace, and upon declaring war shall convene a War Paration.

4. The Merial shall approve or reject legislative acts passed by the Paration.

5. The Merial shall not, however, reject a unanimous financial bill of the Paration.

6. If the Merial fails to enact such a unanimous budget, the Teleng Court may implement it provisionally until the Merial approves it.

7. The Merial shall not interfere in the internal finances or taxation of the Khonnors.

8. The Merial shall have the power to propose laws and decrees and to submit a budget proposal, but shall not participate in the vote concerning it.

Article 53 – Merial Order

1. A Merial Order may supersede other laws and regulations of the Realm.

2. Such Order shall be specific in scope, reasoned, and limited in duration, and shall conform to the Law of Teleng.

3. The Teleng Court shall review the legality of the Order before it enters into force.

4. No Merial Decree shall concern matters of taxation or the internal matters of a Khonnor.

Article 54 – The Vice-Merial

1. The Merial shall appoint a Vice-Merial.

2. The Vice-Merial shall act as Supreme Meriator, preside over the Paration, and command the Copolion Force.

3. The Vice-Merial shall be next in the order of succession and, upon the passing of the Merial, shall serve as Acting Merial until a new Merial is crowned.

4. The Vice-Merial or their kin shall not stand as a candidate for the throne upon succession.

Article 55 – Judicial Independence

1. The Merial shall not interfere with the proceedings of the Teleng Court nor question its judgments.

2. If the Paration deems the Merial guilty of an arch-crime, it shall report the matter to the Teleng Court.

3. Should the Teleng Court find grounds for prosecution, a Parational Trial shall be convened, wherein not less than two-thirds of the Caposins shall serve as the grand jury, and the seven High Justices shall preside as judges.

4. The prosecution shall be conducted by the Supreme Prosecutor.

Article 56 – Incapacity or Unfitness of the Merial Government

1. During the temporary incapacity of the Merial, the Vice-Merial shall assume all duties as Acting Merial until recovery or succession. Should the Vice-Merial be temporarily incapacitated, Meriators shall assume all duties.

2. If the Paration finds the Merial unfit to govern, a vote shall be held.

3. Should six-sevenths of the votes declare the Merial unfit, the Merial Government shall cease immediately.

Article 57 – Restrictions and Duties

1. The Merial shall bear no two crowns and shall be deemed resigned from all armed orders and official posts upon ascension to the throne.

2. The Merial shall be protected by the Merial Guard, whose order shall be governed by the Realms Chancellery.

Article 58 – The Meriators and the Chancelleries

1. The Merial shall appoint the Meriators upon the proposal of the Caposins.

2. Each Meriator shall serve as head of Chancellery.

3. The Meriators shall execute the decisions of the Merial and shall be accountable to the Merial for their conduct.


Chapter IX – The Economy

Article 59 – Administration of Funds

1. The Treasury Chancellery shall administer the funds of the Yonian States.

2. All other revenues and property shall belong to the Khonnors and to the Yonians themselves.

Article 60 – Principles of Taxation

1. Taxes shall be levied justly and proportionally, and applied to the fulfillment of the ideals of Yanakhon in the most effective way.

2. Each Khonnor shall possess the right of taxation within its territory.

3. Tax liability shall be determined by the citizen’s permanent place of residence.

4. Double taxation is prohibited.

5. Commercial transactions shall be taxed according to the place in which they occur.

Article 61 – Contributions to the Treasury

1. The Khonnors shall pay taxes to the Treasury Chancellery as determined by the Paration.

2. The Paration shall assess taxes in consideration of each Khonnor’s overall circumstances.

3. The amount of tax shall be based upon the Khonnor’s actual revenue yield.

4. The Year of Holomor shall be recognized by a reduced rate of taxation.

5. Trade between the Khonnors shall be exempt from taxation.

6. A share of all natural resources shall be paid to the Treasury Chancellery.

Article 62 – Fiscal Transparency and Oversight

1. The Treasury Chancellery and all Khonnors shall have the right to inspect the accounts of the Yonian States and of each Khonnor at any time.

2. The Paration shall establish a Khonnorial Audit Council, which shall have the right to obtain all necessary information from the Khonnors for the preparation of the budget proposal.

Article 63 – Guilds and Orders

Orders, guilds, and sects shall have the right to levy contributions from among their own members.

Article 64 – Tax Payments and Commodities

1. Every natural Yonian shall have the right to discharge taxes in kind rather than in currency, by payment in commodities of accepted value.

2. The value of such payment shall be reckoned by the prevailing public auction value. The collector shall possess the right of selection, accepting only goods of proper and sufficient quality.

3. Natural products intended for personal use shall always be exempt from taxation.

Article 65 – Compensation and Currency

1. All persons serving the Khonnors or the Yonian States shall receive fair remuneration consistent with the general standard of income.

2. The official currency of the Yonian States shall be the Seler.

3. One Seler shall weigh seventy-two Sers in gold.

4. Every Yonian shall have the right to receive payment in valid currency.

Article 66 – Minting of Coin

1. The mint operating under the Treasury Chancellery and the authority of the Merial shall possess the sole right of coinage.

2. The Treasury Chancellery shall have authority to strike or issue the currency of the Realm, denominated in Selers, whether in metal, note, warrant, or such other token of value as the law shall allow.

Article 67 – The National Budget

1. At the first Paration of each year, the Paration shall determine the appropriations of the Yonian States for the year to come.

2. A budget shall then be prepared, wherein all expenditures shall be specified.

3. The Caposins may submit motions for appropriations or supplementary funding.

4. The Patrals shall participate in the deliberation of the budget together with the Caposins and may submit motions and petitions on behalf of their Khonnors.

5. The budget proposal shall be approved by general vote of the first Paration and then laid open for one week for amendment and correction.

6. These proposed changes shall be reviewed in the final vote, forming the completed budget, which shall then be voted upon by the Patrals.

7. If the Patrals approve the proposal, it shall be submitted unchanged for a final vote in the House of Caposins.

8. The Paration shall continue in session until consensus on the budget has been achieved.

9. If the budget is not adopted before the commencement of the fiscal cycle, the previous year’s appropriations shall remain in effect until a new budget is approved.

10. In declared war, the Merial may authorize temporary expenditure for the war effort, subject to later ratification by the Paration.

Article 68 – Fiscal Rights and Property

1. Every person shall have the right, regardless of the budget, to receive from the Realms what is lawfully owed to them, in due time.

2. Immovable property of the Realm may be alienated only with the consent of the Tri-Paration.

Article 69 – Trade and Natural Resources

1. No customs duties shall ever be levied between the Khonnors.

2. Land shall not be taxed.

3. The natural wealth of Yanakhon shall belong to the Yonians.

4. Each Khonnor shall have the right to collect taxes from the exploitation of natural resources within its territory.

5. Ownership of land by persons other than Yonians is prohibited.

Article 70 – Commerce and Fair Dealing

1. The Commerce Chancellery shall supervise and regulate measures, weights, and standards of trade and craft, ensuring honesty, fair dealing, and free competition in all markets of the Realm, and shall intervene in any practice that distorts markets or preys upon the distress of the needy.

2. No person shall willfully fashion inferior work to deceive the buyer, nor take to himself the repute or mark of another without his consent.

3. Whosoever shall first devise a new craft or device shall enjoy the sole right and profit thereof for a term of two years. Every work of art or wit shall for all time bear the name of its maker.

Chapter X – Foreign Relations

Article 71 – Conduct of Foreign Affairs

1. The Merial and the Chancellery of Foreign Affairs shall direct the foreign relations of the Yonian States.

2. All treaties and their termination shall require the approval of the Tri-Paration by a two-thirds majority.

Article 72 – Diplomatic Immunity

1. Envoys of foreign powers shall enjoy Athelionic Diplomatic Immunity, which shall protect them from arrest and prosecution by any authority throughout the territory of the Yonian States.

2. Their carriages and residences shall likewise enjoy permanent inviolability.

3. The Chancellery of Foreign Affairs shall be responsible for ensuring the observance of this protection.

Article 73 – Communications with Foreign Powers

The Meriator of Foreign Affairs shall be responsible for delivering all official communications of significance to foreign powers.

Article 74 – Supremacy of the Law of Teleng

No treaty or agreement shall stand above the Law of Teleng.


Chapter XI – The Order and Armaments

Article 75 – The Armed Forces

1. The Armament Chancellery shall organize and maintain the armed forces of the Yonian States, which shall safeguard the security of Yanakhon.

2. The Merial shall have the right to deploy the armed forces to the far reaches of Antoria for the protection of Yonian interests.

3. The armed forces may consist of:

 (a) conscripted Khonnor Guards;

 (b) permanent legions;

 (c) lawful Armed Orders;

 (d) mercenary troops;

 (e) units defined in Article 83.

Article 76 – War Paration

1. In time of war, a War Paration shall be convened.

2. The Merial shall decree conscription for every Yonian in the general reserve.

3. From among them, such persons as are deemed necessary shall be selected and organized according to their abilities into combat or auxiliary legions. All others shall serve the war effort through their crafts and callings.

4. Without warrant duly issued by the War Paration, no armed forces shall be billeted within the dwelling of any citizen without that citizen’s express consent.

5. All property requisitioned for warfare shall be duly compensated. The proprietor shall be granted full recompense for all harm or loss occasioned thereby.

6. The Yonian law shall universally apply to the armed forces and to all persons within their direct sphere of influence.

7. The Merial shall not employ the armed forces for the purposes of law enforcement.

8. War Paration ceases at the end of the season, and must be re-established if the war persist. However, War Paration shall cease immediately when the hostilities end.

9. Special War Powers may not infringe the Natural Rights beyond what is deemed vital for the security of the Realm.

Article 77 – Responsibility and Military Justice

1. Every Comoral shall be accountable for the actions of their subordinates.

2. A Military Court shall operate under the authority of the Armament Chancellery and shall adjudicate all offenses committed under military jurisdiction.

3. The judgments of the Military Court shall be final in all matters with the exception of arch-crimes, which shall always be tried before the permanent courts of the Yonian States.

Article 78 – The Khonnor Guard

1. Each Khonnor shall maintain a Khonnor Guard composed of all Yonians who have reached fifteen seasons but less than forty.

2. Those capable shall be placed in arms; the rest shall be trained for auxiliary legions.

3. Every Yonian shall serve three months in the Khonnor Guard before reaching twenty seasons of age. Those in arms shall pass the trials of Kata Gilgat before being released to the reserve.

4. Thereafter they shall remain in the reserve until the age of forty seasons and shall participate in Kata Gilgat for one week each season.

5. Every Yonian shall maintain their physical and martial readiness.

6. Members of the Guard shall be well-equipped and entitled to full provisions during service. Members’ own equipment suitable for service shall be fully subsidized in the time of war.

7. Members of the Guard shall maintain their equipment in good order as though it were their own.

Article 79 – Duties and Deployment of the Khonnor Guard

1. The Khonnor Guard shall, upon request, assist the Capotsi, Copolion or another Comoral, but shall not cross into another Khonnor without authorization from the ruler of said Khonnor.

2. The Capotsi shall maintain order within their district.

3. The Capotral acts as the chief of Capotsi within a district. They shall recruit subordinates from among those who have completed Khonnor Guard service.

4. Capotsi shall be exempt from conscription when needed for duty.

Article 80 – Armed Orders

1. An Armed Order may be formed by not fewer than twelve honorable Comorals.

2. They shall declare the establishment of their Armed Order to the Merial and to the ruler of their home Khonnor.

3. Any honorable Yonian may join an Armed Order, and its members shall be exempt from the exercises of the Khonnor Guard.

4. Any Order found guilty of transgression against this Law, or of retaining members convicted of grave crimes, shall be dissolved.

Article 81 – Rights and Duties of the Armed Orders

1. Armed Orders shall have the right to independent military training and armament.

2. When bearing arms, a member of an Armed Order shall always wear clear identifiers of their colors and insignia.

3. Orders shall have the universal right to enter into agreements with Comorals or private parties for the provision of security services. Agreements made with foreign parties must be approved by the Armament Chancellery.

4. In the time of War Paration, Armed Orders shall answer the call of the Merial.

5. The Merial or the ruler of Khonnor may grant an Armed Order temporary extended powers, in which case the Armed Order shall be subject to the same regulations as the regular forces.

6. Orders shall be subject to inspection by the Armament Chancellery at any time.

Article 82 – The Copolion Investigatory Authority

1. The Copolion shall have the right to move freely between the Khonnors in the pursuit of criminal investigations.

2. It shall have the right to receive from the Capotsi, the Khonnor Guard, and from the Armed Orders all information and assistance necessary to its investigations, including armed support, with the limitation of Article 83.

Article 83 – Special and Secret Detachments

1. The Saginair Rangers Legion shall operate under the authority of the Merial Government and shall answer directly to the Armament Chancellery.

2. The Merial Government shall have the right to establish special or secret detachments for the protection of the interests of the Yonian States, whether within or beyond their borders.

3. A Secret Detachment Fund shall be maintained for the creation, equipping, and maintenance of such detachments. Its administration may be conducted without public disclosure, as the security of the Realm shall require.

4. To ensure lawful oversight, a Parational Board of Secrets shall be constituted from the most trusted members of the paration, comprising six Caposins, six Patrals; and one High Justice of the Teleng Court. The Board of Secrets shall examine the expenditures and conduct of the detachments and shall issue to the public Paration a general statement describing the nature, scope, and purpose of the fund, omitting all matters the disclosure of which would endanger the Realm or the operations.

5. No secret detachment shall undertake operations within the Yonian States against Yonian Citizens save by warrant of the Merial Government unanimously countersigned by the Board of Secrets.
